The conference raised such topical issues as the organization of pharmaceutical education; pharmaceutical production of medicines, the role and tasks of state pharmacy chains; changes in legislation on the storage of medicines.
The Executive Director of RAAS, Alexander Oparin, focused attention not only on the problem of staffing the retail segment of the industry, but also on similar challenges facing manufacturers of medicines, manufacturers of dietary supplements, and distributors in modern conditions.
Today, potential employees have poor knowledge of psychology and interaction with the team, patients, consumers, graduates' knowledge is fundamental, but does not correspond to current realities and needs. At present, 30% of jobs are vacant. Often, workers do not understand the purpose of the profession, as well as the desire to continue learning and developing in their specialty, the prestige of the profession has been declining in recent years.
Alexander Oparin noted that the education system also faces challenges and wants to be in demand not only among applicants coming to their classrooms, but also from the customers of their intellectual work - employers. Both employers and educational institutions are interested in targeted training, but there are institutional nuances that need to be discussed in a three-way dialogue with the regulator.
One of the results of the work of the largest HR committee in the industry, covering more than 50% of jobs in pharmaceutical retail, is the formation of a consolidated platform for dialogue between businesses (classical and industrial pharmacies, manufacturers of medicines, manufacturers of dietary supplements, distributors - all participants in the chain of drug supply), universities, secondary specialized educational institutions and regulators on personnel issues on the basis of RAAS.
State Duma deputy Airat Farrakhov raised the issue of the need to revive pharmacy production. According to him, pharmaceutical services such as drug manufacturing, dosing, packaging, and consulting have always remained outside the source of financial support. He noted that a number of entities do not have a single manufacturing pharmacy on their territory, so it is necessary to create a separate program for the entities of the Russian Federation that have lost pharmacy production of drugs, regulate the work of manufacturing pharmacies by law, and create conditions for investment.
Rector of the St. Petersburg State Chemical-Pharmaceutical University Igor Narkevich noted that graduates with higher pharmaceutical education will be less and less in demand as pharmacists, pharmacy managers and medical representatives. Pharmacy organizations are losing their monopoly on the employment of graduates of pharmaceutical faculties. Pharmacists will be increasingly in demand in pharmaceutical production due to the activation of drug certification and registration procedures, the transition to a full production cycle, and an increase in the number of production sites.
"Employers' complaints are not so much about the quality of education as they are about the shortage of personnel," said Narkevich. "Currently, 16,693 students are studying in pharmaceutical programs at Russian universities, and 52,706 students are studying in secondary vocational education programs."
In addition, changes in legislation concerning the introduction of medicinal products into civil circulation, the results of control and supervisory measures related to the selection of samples of medicinal products and testing their quality, and prospects for the development of the distribution segment of the pharmaceutical market were discussed.
